My suggestion to fair housing/rent control is to have a national rental assistance program up to max. $100,000 earnings per family composition. It would not be a mandatory application process to rent suitable housing, like the former mandatory health insurance or law. HUD government agency would still be responsible in overseeing dollars and policies of such a rental program. It would be similar to what they would like to do with IRS tax calculations.  Everyone would know what to do and what to pay out based on their former year's yearly earnings, if such a program were to be adopted.
