1. In large bowl, mix all-purpose flour, packed brown sugar, granulated sugar, salt, nutmeg until no lumps remain.
2. Stir in vegetable oil. Reserve 1 1/2c. mixture for topping; set aside.
3. Now with the mixture in the large bowl, stir, into it, 2 t. baking powder, 1 t. baking soda, 3 large eggs and 1 1/2c. buttermilk. Last ingredient, add the cinnamon to topping.
4. Spread batter in greased 13" x 9" pan; sprinkle with topping.
5. Bake 45 min. or until toothpick inserted in center comes out clean.
